So that we can convey the feeling the design is to impose on its audience.
Why is the color wheel an important tool for graphic designers?
The color wheel is helpful because it helps us find the complements of colors so we can dull or intensify the colors we are using.

I found that this poster used neutral colors (grey, black, white) very well to draw the eye to the orange thing behind the person in the image, then slowly bring us to the masked person in the picture.
Briefly describe how we "see" the color of an object?
The sun shines on an object, the object reflects or absorbs a portion of that light, then it reflects to our eyes and depending on how much light it reflects or absorbs we see a different color.
